The European Directorate for the Quality of Medicines & Healthcare (EDQM) is a leading organisation whose mission is to contribute to public health protection by engaging with an international community of experts and stakeholders. We achieve this by promoting acces to safe medicines and healthcare through the elaboration of quality standards, which are recognised as a scientific bookmark worldwide. The EDQM's standards for medicines and their ingredients, compiled in the European Pharmacopeia, are legally binding in its 39 member states (and the European Union) and are also widely used across the globe in the human and animal health sectors. The EDQM also plays a crucial role in the areas of blood transfusion, organ, tissue and cell transplantation and in developing and setting consumer health standards, such as for cosmetics and food contact materials.
You will work in the Substances of Human Origin (SoHO) Division within the Intergovernmental Committees and Networks Department. This Division provides the secretariat for the Intergovernmental Committees for Blood Transfusion and Transplantation of Organs, Tissues and Cells.
As a Scientific Programme Manager in the SoHO Division, you will:
- co-ordinate, implement and monitor activities and projects aimed at enhancing quality, safety and ethical standards in the field of blood and plasma, transplantation and the human application of organs, tissues and cells, which may include developing tools for consistent reporting and evaluation;
- conduct background research and analysis, gather and interpret evidence-based scientific data to support informed decision-making;
- draft scientific documents, e.g. guidelines, recommendations and publications, or provide support to groups of international subject matter experts in doing so ensuring these documents are scientifically accurate, of high-quality and effectively communicated to relevant stakeholders;
- promote the work of the SoHO Division, contributing to its visibility;
- keep up to date with the latest developments in the field of substances of human origin (SoHO), maintaining active collaboration with key organisations such as professional associations and scientific societies and incorporating this knowledge in your daily work.
You must:
hold a higher education degree or qualification (equivalent to the first cycle of the Bologna process framework of qualifications for the European Higher Education Area) in biology, pharmacy, medicine, nursing, public health or similar relevant subject and have at least 6 years’ professional experience relevant to the role including 2 years’ professional experience in the field of transplantation/human application of organs, tissues and cells of human origin and/or blood transfusion, and/or advanced therapy medicinal products (ATMP) and/or plasma-derived medicinal products (PDMP) and/or microbiology/molecular biology;
OR
hold a higher education degree or qualification equivalent to a master’s degree (second cycle of the Bologna process framework of qualifications for the European Higher Education Area) in biology, pharmacy, medicine, nursing, public health or similar relevant subject and have at least 3 years’ professional experience relevant to the role including 2 years’ professional experience in the field of transplantation/human application of organs, tissues and cells of human origin and/or blood transfusion, and/or advanced therapy medicinal products (ATMP) and/or plasma-derived medicinal products (PDMP) and/or microbiology/molecular biology;
have a very good knowledge of English and basic knowledge of French or the ability to learn it on the job.
You must also:
- be a citizen of one of the member states of the Council of Europe and fulfil the conditions for appointment to the civil service of that state;
- have discharged any obligation concerning national service (military, civil or comparable);
- not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
- be under the age of 65 years.

- experience preferably obtained within a regional/national/international health or regulatory authority, hospital, organ procurement organisation, tissue or blood establishment or any other relevant organisation;
- knowledge of the SoHO regulations;
- knowledge of EU legislation relating to organs, tissues and cells;
- proven experience with methods for evidence-based medicine (e.g. PICO, systematic reviews and meta-analyses, GRADE, etc.).
