The Youth Department of the Council of Europe is part of the Directorate for Democracy within the Directorate General of Democracy and Human Dignity (“DGII”) of the Council of Europe. The youth programme is an integral part of a wealth of initiatives aimed at the development of a common European cultural identity.
The European Youth Centres of Strasbourg and Budapest are part of the Youth Department and are, together with the European Youth Foundation (EYF), an important instrument of the Council’s youth policy. They are international training and meeting centres with residential facilities, hosting most of the youth sector’s activities.
The European Youth Centre Budapest (EYCB) was set up and inaugurated in 1995 as the first permanent service of the Council of Europe in Central Eastern Europe. The EYCB hosts an annual programme of 40 to 50 activities in close co-operation with non-governmental youth organisations (NGYOs). These organisations, some 40 of which co-operate regularly with the EYCB, represent a wide diversity of interests: party political, socio-educational and religious youth groups, rural youth movements, trade union and young workers' organisations, children's organisations and environmental networks.
As a Financial Assistant at the European Youth Centre Budapest, you will:
- advise and assist the Executive Director and other administrators in financial, budgetary and administrative matters;
- assist in preparing the EYCB’s budget and the Department's programme budget and monitoring their execution in compliance with the Organisation's rules;
- monitor the budget and the receipts of external activities; examine commitments and actual expenditure and income for conformity with applicable regulations;
- analyse differences between the budgetary estimates and actual expenditures with a view to updating the budgetary execution for the financial year;
- prepare and processing VAT reimbursements and payments with the Hungarian Financial Authorities;
- prepare purchase orders and order letters, processing invoices of service companies, public utilities (water, electricity, etc.) and "petty cash" purchases;
- assist in the preparation of public tenders;
- prepare periodical financial reports;
- supervise, inform and systematically brief staff of the EYCB on financial operations;
- calculate and authorise reimbursement of travel costs for experts and bills:
- report to managers on the status and progress of activities if and when problems occur;
- promote Council of Europe values internally and externally.
You must:
- have a post-secondary diploma corresponding to a minimum of two years studies in accountancy, finance or related field;
- have at least 3 years of relevant practical professional experience acquired in the field of finance, accounting, programme management or related field;
- have a knowledge of financial management and accounting processes and knowledge of budgeting and financial forecasting processes;
- have a very good knowledge of English and Hungarian in oral and written communication.
You must also:
- be a citizen of one of the member states of the Council of Europe and fulfil the conditions for appointment to the civil service of that state;
- have discharged any obligation concerning national service (military, civil or comparable);
- not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
- be under the age of 65 years.
