Your Team

The Register of Damage for Ukraine, established in May 2023 through a Council of Europe Enlarged Partial Agreement, is based in The Hague, Netherlands, with an office in Kyiv. It serves as a documentary record of claims and evidence on damage, loss, or injury caused by the Russian Federation’s internationally wrongful acts in or against Ukraine. The Register receives claims from individuals, businesses, and state and municipal entities in Ukraine regarding damage, loss or injury that they have suffered because of the Russian aggression in Ukraine.

The team you will be part of, the Information Technology Section, manages the Register's systems and data. It implements innovative and cost effective digital solutions to enhance the efficiency and productivity of the Register through user focused, data-driven, and streamlined business processes and platforms. It is also responsible for data management and information security.

Your Role

As an IT Officer - QA Analysis & Testing, you will play a key role in ensuring the quality, reliability, and functionality of the Reparations Claims Management System (RCMS) working closely with the RCMS development teams. You will contribute to maintaining high software quality standards by leveraging both manual and automated testing methodologies.

You will:

  • develop and implement testing strategies to ensure system components meet business and technical requirements, including risk-based testing and test environment management;
  • create and execute test plans, cases, and scripts for functional, integration, regression, and performance testing of cloud-based (Azure) applications, web services, and APIs;
  • identify, document, and track defects using issue tracking tools (e.g. Jira) and provide comprehensive test reports for project stakeholders;
  • drive the software QA lifecycle within an Agile environment, ensuring quality control, adherence to standards, and compliance with project specifications;
  • perform user acceptance testing (UAT) and regression testing, validating that new developments meet business needs without negatively impacting existing functionality;
  • support automation efforts by setting up and maintaining test automation frameworks and developing automated test scripts to streamline validation processes;
  • collaborate with cross-functional teams to define acceptance criteria, resolve defects, and continuously improve testing methodologies;
  • investigate and reproduce reported system issues, working closely with developers to support timely resolution;
  • maintain accurate testing documentation, participate in project meetings, and contribute to risk assessment discussions;
  • perform other relevant duties in support of quality assurance and system performance.
Requirements to apply

You must:

  • hold a completed full course of general secondary education and appropriate professional qualifications, such as a university diploma of technology (two-year programme) or equivalent. A higher diploma in the field of Information Technology would be an advantage;
  • have a minimum of three years of relevant professional experience in software testing, covering functional, integration, regression, and performance testing;
  • have an excellent knowledge of Ukrainian (first language - C2 level) and a very good knowledge of English (one of the two official languages of the Council of Europe); 
  • be a citizen of the host country or one of the 46 member States of the Council of Europe and fulfil the conditions for appointment to the civil service of that state;
  • be present in Ukraine;
  • have discharged any obligation concerning national service (military, civil or comparable);
  • not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
  • be under the age of 65 years.

  • Professional and technical expertise:
    • experience in manual and automated testing of cloud-based applications, ideally in Azure environments;
    • experience working in an Agile/Scrum environment;
    • knowledge of testing methodologies, quality assurance best practices, and automation frameworks;
    • experience in using bug tracking, test management, and version control tools (e.g., Jira, Git, Jenkins).

  • Professional and technical expertise:
    • strong understanding of CI/CD processes and their integration with automated testing pipelines;
    • knowledge of database systems, including proficiency with SQL for structured data manipulation as well as hands-on experience with NoSQL technologies to support non-relational data environments;
    • knowledge of French (one of the two official langauges of the Council of Europe).
