Description & Requirements

Your Team

You will work under the supervision of the Data Protection Officer, who is responsible for ensuring the Council of Europe’s compliance with its internal regulations and for providing the Secretariat with independent professional advice on best practices in the area of data protection.

Your Role

As a Junior Data Protection Officer, you will be responsible for the following tasks:

Assistance to the Data Protection Officer (DPO)

  • assisting the DPO in implementing and managing the data protection program;
  • supporting the DPO in monitoring the Organisation’s activities to ensure compliance with data protection regulations;
  • contributing to the development and updating of data protection policies and procedures;
  • raising awareness among staff about data protection issues and best practices.

Privacy notices

  • drafting and reviewing privacy policies to ensure transparency in the use of personal data;
  • ensuring that privacy policies comply with legal requirements and reflect the Organisation’s practices.

Contractual work

  • reviewing data protection clauses in contracts with service providers and partners;
  • collaborating with the Organisation’s legal department to ensure contracts include appropriate data protection provisions.

Data subject access requests (DSARs)

  • managing and responding to individuals’ requests for access to their personal data;
  • coordinating with the Organisation’s divisions/departments to gather necessary information and ensure timely and complete responses;
  • maintaining a record of DSARs and responses to ensure traceability and compliance.

Data protection impact assessments (DPIAs)

  • assisting in conducting DPIAs for new projects or significant changes to existing data processing activities.

Relations with the Data Protection Commissioner

  • assisting in managing communications with the Data Protection Commissioner;
  • helping to prepare responses to inquiries from the Data Protection Commissioner.

Incidents management

  • participating in managing data security incidents;
  • assisting in analysing incidents and implementing corrective measures.
Requirements to apply

You must:

  • have a higher education degree or qualification equivalent to a master’s degree (2nd cycle of the Bologna process framework of qualifications for the European Higher Education Area) in law, data protection, information security, or a related field;
  • have a maximum of two years of relevant professional experience in data protection, compliance, information security, or a related field
  • have a very good knowledge of one of the two official languages of the Council of Europe (English or French) and a good knowledge of the other.

You must also:

  • be a citizen of one of the member states of the Council of Europe and fulfil the conditions for appointment to the civil service of that state;
  • have discharged any obligation concerning national service (military, civil or comparable);
  • not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
  • be under the age of 35 years.
