Description & Requirements

Your Team

You will join one of our dedicated Communications teams working on social media content or web publishing, either in a specialised entity or directly for the Media Department.

Your Role

As a Junior Digital Communications and Data Analytics Officer, you may perform a selection of the following tasks depending on your area of activity:

  • monitor and analyse trends in social media relating to specific subject matter areas covered by the relevant directorate;
  • shoot and edit short-form videos for platforms such as Instagram and YouTube;
  • draft short-form copy for websites, blogs, newsletters, and promotional materials aimed at boosting visibility of the Organisation and engagement of the audience;
  • undertake research, data collection and analysis on specific subjects, providing detailed reports;
  • monitor and analyse social media insights and performance metrics to inform content strategy and report on effectiveness;
  • edit and proofread content to ensure clarity, accuracy, and alignment with brand tone and web usability standards;
  • upload, format, and publish content using a web content management system (CMS Liferay);
  • optimise page titles, meta descriptions, headings, and body text for SEO;
  • apply basic HTML/CSS to edit or troubleshoot content layouts and styling;
  • co-ordinate with content creators to implement updates and maintain editorial consistency;
  • conduct routine checks for broken links, image issues, and outdated pages;
  • use tags, categories, and internal linking to enhance navigation and search visibility.
Requirements to apply

You must:

  • have a university diploma, or degree, preferably corresponding to the 2nd cycle of the Bologna process framework of qualifications for the European Higher Education Area, in a relevant field (e.g. Communications, Journalism, Political Science, Web Design, Digital Media, ICT, or similar).
  • have a maximum of 2 years of relevant experience in a position related to communication, media, social media, data analysis, web content (internships discounted);
  • have an excellent knowledge of one of the Council of Europe’s official languages (English or French).

You must also:

  • be a citizen of one of the member States of the Council of Europe and fulfil the conditions for appointment to the civil service of that state;
  • have discharged any obligation concerning national service (military, civil or comparable);
  • not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
  • be under the age of 35 years.

  • Professional and technical expertise in two or more of the following:
    • creating engaging multimedia content for social media platforms like Instagram, YouTube, LinkedIn, and Facebook;
    • photography and basic animation/motion graphics skills, including proficiency in graphic design software (e.g. Adobe Creative Suite),
    • interpreting and reporting on social media insights and analytics (e.g. native platform analytics, Google Analytics, or similar) 
    • using web content management systems (e.g. WordPress, Drupal, Joomla) and familiarity with basic graphic or media editing for web use;
    • understanding of SEO principles and web accessibility standards;
    • proficiency in common office and digital tools (e.g. Microsoft Office, basic image editing tools like Canva or Photoshop).
