Your Team

As Junior Internal Auditor / Junior Internal Control Officer, you will be assigned to one of the following teams:

The Directorate of Internal Oversight (DIO)which provides independent oversight through audits, evaluations and investigations to support the proper management of the Organisation’s resources. Its Internal Audit Division conducts audits (performance, compliance and IT) and advisory engagements, providing the Committee of Ministers with assurance on governance, risk management and internal control at the Council of Europe.

The Internal Control Office of the Council of Europe, which manages the development and communication of the internal control system, in particular by sharing good practices with staff. It supervises the implementation of the system in the Organisation and its processes, while co-ordinating first and second-line assurance activities to guarantee effective controls.

The European Court of Human Rights is the judicial body tasked with ensuring the application of the European Convention on Human Rights. For this purpose, its Registry makes use of a series of internal control mechanisms in order to ensure effective management of risks related to regulatory compliance, operational optimisation or financial information.

The European Directorate for the Quality of Medicines & Healthcare (EDQM), which draws up and promotes international standards to guarantee the safety, effectiveness and quality of medicines, applied in Europe and beyond. Its Quality, Assurance and Risk Management team promotes the development of an internal control and risk management framework geared to EDQM activities, while contributing to ongoing improvements to the quality system and its products and services.

Your Role

As Junior Internal Auditor or Junior Internal Control Officer, you will:

  • assist the senior internal auditors and internal control managers in performing their internal audit or internal control engagements;
  • take part in the work of the preliminary phase of internal audit or internal control engagements, namely the identification and evaluation of the risks at stake, the definition of the engagement framework and scope, and the tests to be conducted;
  • take part in the work of the implementation phase of internal audit or internal control engagements (analysis of statistical data, sampling, verification of documents, walkthrough tests, etc.), participate in the process of gathering information from stakeholders (preparing interview guides, interviews, reports, surveys, etc.) and documenting activities;
  • assist in the preparation of internal audit and internal control reports and in the general follow-up to recommendations and/or actions deriving from these reports;
  • contribute to internal control’s annual self-assessment campaign (preparation and follow-up of questionnaires, compiling and analysing results, support, reporting) and/or draw on the results of this work;
  • contribute to the work of mapping the Organisation’s risk assurance and processes;
  • help to prepare communication material (Intranet, internal training sessions, presentations, etc.);
  • contribute more broadly to all the activities of the entity and the team you join.
Requirements to apply

You must have:

  • a higher education degree or qualification equivalent to a master’s degree (2nd cycle of the Bologna process framework for the European Higher Education Area) in audit, management, economics, finance, accounting, statistics, data science, quality or any related field;
  • at least six months and a maximum of two years' relevant work experience in the field of audit, internal control, management accounting, risk management or data visualisation and analysis (in an external audit firm, an internal audit or control department, a company management accounting service or equivalent);
  • knowledge of current standards and techniques in the field of audit, internal control, financial management or risk management;
  • good command of office tools, particularly Excel (advanced functions), Word, and presentation and data analysis software;
  • very good knowledge of one of the two Council of Europe’s official languages (English or French) and good knowledge of the other.

You must also:

  • be a citizen of one of the member states of the Council of Europe and fulfil the conditions for appointment to the civil service of that state;
  • have discharged any obligation concerning national service (military, civil or comparable);
  • not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
  • be under the age of 35 years.
