Description & Requirements
The team within which you will work, the Roma and Travellers Division, supports member States’ governments in the design and implementation of laws, policies, programmes and measures to ensure that Council of Europe human rights standards are effectively implemented and truly benefit Roma and Travellers. Activities are based on strategic orientations agreed by the Committee of Ministers and set out in the Council of Europe Strategic Action Plan for Roma and Traveller Inclusion (2020-2025) and future strategic documents regarding Roma and Traveller inclusion.
As a Programme Manager, you will:
- participate in the implementation, follow-up, and evaluation of activities of the Council of Europe Strategic Action Plan for Roma and Traveller Inclusion (2020-2025) and other strategic documents on Roma and Traveller inclusion;
- review the conformity and compliance of national policies and legislation with the legal standards set by the Council of Europe in the area of Roma and Traveller inclusion and with the case-law of the European Court of Human Rights;
- conduct research, prepare studies and carry out analyses of issues related to Roma and Traveller inclusion;
- contribute to the preparation, running and follow-up of meetings of the Committee of Experts on Roma and Traveller Issues (ADI-ROM) and its thematic groups and visits as well as to the work of its thematic Rapporteurs;
- organise and/or participate in conferences, seminars, meetings, missions and visits;
- draft agendas, reports, memoranda, briefings, presentations, speeches, press releases, mission reports, or other working documents, as required;
- contribute to the preparation and dissemination of publications;
- manage projects and supervise the work of consultants;
- maintain and develop professional relations with other sectors in the Council of Europe Secretariat, and other relevant international organisations, both governmental and non-governmental;
- contribute to raising the visibility of activities related to Roma and Travellers inside and outside of the Organisation.
You must:
- have the support of the member State seconding you to the Council of Europe;
- hold a higher education degree or qualification equivalent to a master’s degree (2nd cycle of the Bologna process framework of qualifications for the European Higher Education Area) in law, political or social sciences, public administration, European studies or international relations;
- have at least 3 years of relevant professional experience acquired preferably in a national administration, related to one or more of the above-mentioned fields, and more specifically in the development or implementation of legislation, policies or projects in the fields of equal opportunities, non-discrimination, access to social rights or minority protection;
- have very good knowledge of one of the two official languages of the Council of Europe (English or French) and good knowledge of the other (English or French).
- be a citizen of one of the member States of the Council of Europe.

- Professional and technical expertise:
- Very good knowledge of the key issues related to the social inclusion of Roma and Travellers in Europe;
- Experience in relevant legislation and/or policy development, implementation and/or evaluation;
- Experience in relevant project development and/or management and/or evaluation;
- Good knowledge of current ICT tools.

- Professional and technical expertise:
- professional experience at international level;
- knowledge of other languages, including Romani.
This vacancy is for a secondment, ruled by Article 23 of Committee of Ministers’ Resolution CM/Res(2012)2. You can consult the conditions of secondment to the Council of Europe (days of leave, allowances etc.) on the webpage What we offer. This secondment foresees the relocation allowance and the travel expenses from the Organisation as indicated in Article 23 of the Resolution.
This secondment should start as soon as possible.
